How to Build a Grok Bot That Can Review Pull Requests

The eleventh pull request of the week gets a worse review than the first one did. Not because the code is harder, but because by Thursday afternoon you are scrolling the diff looking for a reason to approve it. You check the thing you happen to care about that month, you skim the rest, and you move on. Two weeks later a config change with no matching documentation, or an error path with no handler, turns into an incident, and the postmortem says a review happened.

That is the actual gap a review bot fills. It is not smarter than you. It is identically thorough on the eleventh PR as on the first, which no human is. Build it for that property and it earns its slot. Build it to have opinions about architecture and it becomes a thing your team mutes.

Attention is the thing a reviewer runs out of first

Split the review job in half before you write a single line of charter, because the split determines everything else.

Judgment work is deciding whether this feature should exist, whether the abstraction will still be right in six months, whether the tradeoff the author made is the one your product wants, and whether the team is ready to ship it. A model can produce sentences about all four. None of those sentences carry any weight, because none of them are grounded in a roadmap, a support queue, or a conversation you had in April.

Attention work is different. It is checking every changed file against a fixed list of questions, without getting bored, without deciding that this file is probably fine, and without stopping at file nine of twenty.

Every row on the left has a mechanical answer that does not depend on context you have and the bot does not. Every row on the right is a decision about your company. A review bot that stays in the left column is useful on day one. One that wanders into the right column is generating plausible text about things it cannot know, and your team will learn to skip it within a fortnight.

Four findings a bot catches better than a tired human

Give the charter a closed list. An open instruction to review the code produces a review of whatever the model finds interesting, which is a different set each run and impossible to grade.

The third row is the one people underrate. A public interface change is nearly invisible in a diff view, because the diff shows you a two-character edit on line 61 and nothing about the fourteen call sites in three other services. A human reviewer sees a small change and reads it as low risk. The bot has no sense of visual size, which for once is the advantage.

Secrets, and why one catch pays for the whole setup

Every other finding on that list is a normal review comment. A secret is a different class of event, because it is the only one where merging makes the problem permanent.

A revert does not help. Once a key is in a commit that reached a shared branch, it is in the history, in every clone, in every CI cache, and in whatever mirrors your organization runs. The remediation is rotation, not a revert, and rotation is the part that takes an afternoon and touches production.

So this finding gets special handling in the charter, and it has a boundary of its own that people forget: the bot must never quote the matched value. A PR comment is often visible to more people than the diff itself, gets copied into Slack, and shows up in email notifications that live in inboxes forever. Report the file, the line, and the pattern class. Never the string.

The bot should also stop analyzing at that point rather than continuing with a tidy summary of the rest of the diff. A comment that lists a suspected credential as item four of six, under a heading about naming conventions, is a comment that gets skimmed.

The stop-after-secrets rule and the two-question cap are the clauses doing the most work. Both exist to protect the reader's attention, which is the resource the whole setup is supposed to conserve.

Choosing the trigger: on open, on force-push, and never on every comment

A review bot has one honest trigger: a new commit reached the branch. That is when the thing being reviewed changed. Everything else generates a comment about a diff nobody touched.

The failure people hit is triggering on any PR activity. A conversation happens, seven comments land, and the bot posts seven reviews of an unchanged diff. Now the thread is 60 percent bot, and the author scrolls past all of it to find the human reply.

Two practical notes on the runtime. A routine is assigned to a single bot, so your reviewer routine lives with your reviewer bot and does not exist at team level. The app keeps only the twenty most recent run records for a routine, so if you are debugging why the bot missed something on Tuesday, check the run history early rather than after another week of runs has pushed it out. And deleting the bot deletes its routines with it, which matters more than it sounds when the reviewer is the piece of your workflow everyone quietly depends on.

Where the line sits: comment, never approve, never merge

There are three GitHub actions a review bot can technically take, and only one of them is safe.

A comment is information. Anyone can delete it, nobody is blocked by it, and it carries exactly the authority the reader chooses to give it.

An approval is a formal review state, and in a repository with required reviews it can satisfy the requirement. The moment that happens the bot has become the human in the loop rather than the thing that prepares work for one. Nobody decided that. It is an emergent property of two settings interacting, which is the worst way to acquire a policy.

A merge is a statement that the team is ready for this code, not a statement that the code is correct. CI runs, a deploy may fire, everyone's next pull carries it, and undoing it produces a second commit rather than an absence. Even a typo fix is a merge decision, because the decision being made is about timing and readiness, not about the characters in the diff.

Requesting changes belongs in the same bucket as approving, for a smaller reason: it blocks the PR and pins a formal rejection on someone's work. The information in a change request and the information in a comment are identical. Only the authority differs, and the authority is the part you did not intend to delegate. The wall you build outside the charter

Here is the part specific to code review that has no equivalent in a mail bot or a research bot, and it is why a review bot can be one of the safer things you run despite touching your production codebase.

A charter is a promise. Branch protection is a wall. The charter says the bot will not merge. A protection rule means it cannot merge, regardless of what the charter says, what the model decides, or what a hostile comment in an issue thread talks it into. Set both and depend on the second.

On the default branch: require a pull request before merging, require at least one approving review from a human account, require status checks to pass, block force pushes, and block branch deletion. Then the step people skip: do not add the bot's account to the bypass list, and never grant it the administration permission, because a bot that can edit branch protection is a bot that branch protection no longer protects you from.

This layer defends against something a charter fundamentally cannot reach. A review bot reads PR descriptions, commit messages, and code comments, which is to say it reads text written by people who are not on your team. Text can contain instructions. Branch protection does not read English, which is exactly why it holds.

One more architectural fact worth internalizing before you decide this bot is sandboxed. All bots on your account share one persistent cloud computer. Each bot gets its own screen on that machine, but browser cookies, signed-in sessions, files, and command-line credentials are shared across all of them. How this bot fails: the confident nitpick flood

Every job has one characteristic failure. For a review bot it is not being wrong. It is being voluminous.

Twenty comments with four real findings is worse than four comments, because the author now has to review the review. Do that twice and the team develops the habit that kills the whole setup: scroll past the bot's comment to find the human one. Once that habit forms, the four real findings are lost too, and you will not notice, because the bot keeps posting and the dashboard keeps looking healthy.

The tell is a review that finds something on every single PR. Real codebases produce clean diffs constantly. If your bot has never once posted the nothing-flagged line, it is manufacturing findings to look useful, which is a specification problem rather than a model problem.

The fix is in the charter, not the model. Cap the questions. Ban style commentary the linter covers. Make silence an explicitly correct output with a sentence the bot is allowed to post. Then reread its last ten comments in one sitting, which is the only way to see the flood, because one comment at a time always looks reasonable.

Proving it worked: the change-per-comment rate

Do not measure PRs reviewed. That number goes up whether the bot is useful or not.

Measure one thing after two weeks: of the findings the bot posted, how many led to a change in the PR before it merged. A finding that changed a line, added a test, or triggered a real conversation counts. A finding the author read and correctly ignored does not.

Under a quarter means the bot is noisy and the charter needs tightening, not a different model. Above roughly half means it is well aimed, and you can start trusting the nothing-flagged line, which is when the setup begins actually saving you time rather than adding a step.

Track one counter-metric alongside it: incidents whose cause was visible in a reviewed diff. That is the number the bot exists to move, and it is the only one that tells you the catch list is aimed at the right four things for your codebase rather than for a generic one.

When to widen the authority past comments

Widen in the direction of more information, never in the direction of more authority. The two feel similar and are not.

Safe expansions, roughly in order: applying labels from a closed list, posting a size and risk estimate, opening an issue for a finding the author declined to fix in scope, and drafting release notes from merged PR titles in a commit range. Each adds output. None of them changes what is on your default branch.

The expansion that looks reasonable and is not: letting the bot push a fix to the PR branch. It sounds harmless, because the PR still needs review. In practice the author now reviews a diff that contains their work and the bot's work interleaved, the bot's commits are attributed to a machine account nobody will ask about later, and the review-the-review problem you just solved returns in a worse form.

Merge stays human permanently. Not until you trust it, not until the accuracy looks good. Permanently, because merge is a statement about the team rather than about the code, and a bot has no standing to make that statement.
