Do not force one label when two facts coexist. A customer can report a billing problem that blocks login. Multi-label classification preserves the shape of the problem, while a forced choice quietly deletes information.

Store the floor as phrases gathered from real tickets, then review misses and add only phrases you can justify. A broad instruction such as "escalate anything serious" simply moves the original judgment problem into a different sentence.

Every repair should change a durable artifact: the taxonomy, phrase floor, schema, route map, or charter. Correcting one chat response does not correct the next scheduled run.
