Give a Repo a VISION.md So Bots Triage Issues Without Merging Them
Twelve GitHub issue exports sat in /workspace/issues on Monday 24 August 2026 while VISION.md sat unread two folders away, and the grok bot still stamped ship-now on four tickets the product bar had already refused.
Nerissa copied VISION.md onto the shared cloud computer, connected GitHub, and named the bot Issue Bar. She did not name the path in standing instructions. The bot opened README.md, because that is what a helpful agent opens when you say use the repo. README.md said Nollmap works anywhere people walk. The product bar said indoor walking-time estimates are out until a named v2. Four labels later, the board lied.
This page is the file-plus-charter setup. Grok Bot does not auto-read VISION.md, SKILL.md, or CLAUDE.md. Auto-read of those files is Grok Build. Name the /workspace/VISION.md path in standing instructions, because a file drop is not a load
Grok Bot runs on one persistent cloud computer assigned to your user account, not to a bot. Files in the shared workspace are ordinary files. The bot opens a file when the run is told to open it. It does not scan the disk for a magic filename at boot.
Put the product bar at /workspace/VISION.md. Then put this sentence in standing instructions: read /workspace/VISION.md before you touch an issue, quote the refusal line that decides the label, and stop if the file is missing. If that sentence is not in the instructions a routine loads, the file is decoration.
A path on your laptop is the wrong disk. Finder Desktop is not /workspace. Copy the file onto the cloud computer, then name that path, as Grok Bot cannot see the file lays out.
Keep a copy you own, off the VM. Deleting a bot deletes its routines. It does not remove shared-computer files. A leftover VISION.md is still readable by the next bot you create.
The charter shape is the same one in how to write a Grok Bot charter: Job, Inputs, Never, Evidence, Heartbeat. VISION.md is an Input. If you cannot point at that path in the Heartbeat line, the bar is not loaded.
Teach-by-demonstration will not substitute. It records up to ten minutes of a browser workflow, no microphone, draft skill only, browser workflows only, unavailable on iPhone. A click path through GitHub will not encode seven numbered refusals. Write the file. Cite the path.
Refuse auto-read folklore for VISION.md, SKILL.md, and CLAUDE.md on this grok bot
The sentence people quote is that Grok is fully compatible with Claude Code with zero configuration. That sentence lives on the Grok Build skills page. Grok Build auto-reads Claude Code marketplaces, plugins, skills, MCP config, agents, hooks, and the CLAUDE.md family, plus AGENTS.md and ~/.agents/ skills and commands. Grok Build went open source on 16 July 2026. That is a coding CLI.
Grok Bot launched in beta on 11 August 2026. Eligibility widened on 21 August 2026. The Grok Bot docs never mention Claude Code, SKILL.md, CLAUDE.md, or VISION.md. Conflating the products is the most likely error in this whole topic. Do not say Grok Bot auto-reads VISION.md because a tweet said Grok reads skills.
Even on Build, Grok accepts but does not apply SKILL.md model, effort, license, or compatibility fields, and allowed-tools grants and restricts nothing. That gotcha still does not make Build into Bot. On Bot, those files are not the interface at all.
A SKILL.md sitting next to VISION.md is just another file every bot on the account can open. Dropping Claude files onto the VM does not constrain tools on this grok bot. If you needed the CLI that loads repo skills, leave. If you needed a named teammate that labels issues, stay, and keep naming the path.
Write VISION.md as numbered product refusals instead of a mission slogan
A slogan is not a bar. Nollmap helps warehouses see the floor is a slogan. A bot handed a slogan will find a way to say yes. A bar is a list of things you will not ship, even when the issue is polite, popular, or tagged good-first-issue.
The count below is arbitrary. Seven refusals is enough to catch the four false ship-now labels Nerissa saw, and small enough to quote by number. Rewrite the nouns for your product. Keep the shape: numbered refusals, each one a verb the company will not take.

Refusals (quote the number in every label note):
1. No walking-time, indoor routing, or ETA features until a human names a v2 ship date in this file.
2. No iPad client.
3. No Android client.
4. No paid-seat upsell on the free warehouse tier.
5. No public Slack or Discord for customers.
6. No auto-merge of any pull request, including Dependabot.
7. No indoor AR overlay.
In bar (label in-bar only if the issue asks for one of these):
- Beacon RSSI export, warehouse heatmaps, map-update webhooks, web dashboard polish, install docs.
If the issue is unclear, label needs-info. Do not guess a refusal number.
If the issue asks for a merge, a branch, or a patch, label out-of-bar-process and stop.
Forty lines is plenty. A manifesto that restates the README trains the bot to treat marketing copy as permission. Put the yes list after the refusals so the default is no.
Update the file when the company changes its mind. Then bump a one-line revision date at the top. The next run should quote the new number. If the bot quotes refusal 1 after you deleted refusal 1, the run is stale. Stop. Replace the file. Rerun.
Do not put secrets in VISION.md. The computer shares files across bots. Inbox Triage can open the same path. So can Engineering Agent Manager. A product bar is not a credential.
Export twelve GitHub issues into /workspace/issues before any label is written
Twelve is arbitrary. Enough to see a pattern, small enough to score by hand. Do not point the first run at the live tracker. Export. Label the copies. Then, if the pack is clean, let a human apply labels on GitHub.
Name the files 401.md through 412.md. Title, body, existing labels, and the last three comments are enough. The bot should not wander the browser for context it was not given.

Issue 412 is the trap from the sibling bug triage page. It is not a product-bar question. Stamp needs-info. Do not stamp ship-now.
Confirm the GitHub connector on the consent screen you are shown. This article will not freeze GitHub permission names. Read Grok Bot and GitHub before you grant write. For this job you want labels, if you want any write at all. You do not want merge. Static egress IPs mean some hosts flag datacenter addresses. If GitHub challenges the session, stop. Do not paste a personal token into a sibling bot's shell history.
Stamp labels from the pinned legend and halt before a branch or pull request exists
The job is a table, not a patch. For each exported issue the bot writes one row: issue id, proposed label, quoted refusal or in-bar line, one-sentence reason, and a yes or no on whether a human should look. It writes that table to /workspace/triage/2026-08-24.md, using the run date. It does not create a branch. It does not open a pull request. It does not comment on GitHub until you have scored a dry run.
Pin four labels. Inventing a fifth is a failed run.

ship-now is how Nerissa's board started lying. It looks like a schedule. It is a commitment. Keep it off the bot. Priority and severity stay human for the same reason they stay human in bug triage: they set expectations for whoever reads the tracker.
PR Review Sentinel is the adjacent listing when a human already opened a pull request and you want a first-pass comment. Never merge, never approve, never push. Codebase Hardening Auditor writes findings.md and never opens a pull request. Issue Bar is closer to those two than to a coding agent. Do not brief it to clone, test, and open a draft.
Trace Nerissa's 24 August 2026 ship-now stamps to a VISION.md the charter never named
Nerissa is an invented operator. Nollmap is an invented SDK. The date is a specific failure you can reuse as a drill, not a customer story.
Monday 24 August 2026, 09:40. Issue Bar ran against the twelve exports. VISION.md was already at /workspace/VISION.md. The charter said triage the Nollmap issues using the repo. The bot opened README.md, then the GitHub About blurb, then three closed pull requests whose titles mentioned iPad. It labelled 401, 403, 404, and 405 as ship-now. It labelled 410 as in-bar because Dependabot was already a GitHub app, so merging it looked like hygiene. It opened nothing, which is the only reason the morning was recoverable.
The four false stamps all match a refusal the bot never quoted: 1, 2, 3, and 4. 410 needed refusal 6 plus Never: merge. The file was present. The load never happened.
Nerissa's fix was one sentence in standing instructions: before any label, open /workspace/VISION.md, copy the refusals into the pack, and stop if that open fails. The second run quoted numbers. The four stamps flipped to out-of-bar. 410 flipped to out-of-bar-process. 412 stayed needs-info. No pull request appeared. That is the pass.
An approval controls the proposed action. It does not reverse work already completed. Individual accounts and self-serve Teams still have no audit view of Bot actions; Enterprise has audit logs and Action Recording. The pack in /workspace/triage/ is the trail you can actually read. Do not staff a second bot as a security fix. Change the charter. Keep one Issue Bar.
Withhold merge, force push, and pull-request create even when the issue sits inside the bar
in-bar is not permission to implement. 402, 406, 407, 409, and 411 are in bar in the table above. None of them is a merge. A human decides whether this week is the week, who writes the patch, and whether the tests are enough. The bot's job ended at the label.

Branch protection and repository permissions are the real constraint. The charter is a promise. If the GitHub identity on the shared computer can merge, every bot on the account can try. Cookies, sessions, files, and command-line credentials are shared. Deleting Issue Bar does not sign that identity out. Confirm grants on GitHub's own page. Then confirm approvals, security, and privacy: do not use separate Bots as a security boundary.
Hosted MCP sign-in tokens stay with Cursor's backend, not on the computer. Browser logins stay on the computer. If you pasted a token into a shell, assume sibling bots can find it. Approval gates for bots is the longer treatment of the gate that does not undo. For Issue Bar: never propose merge, a pull request, or a branch. If the issue asks for those, stamp out-of-bar-process and stop.
Answer the engineer who says README.md already tells Grok what you ship
The strongest objection is short. The repo already has a README. The README already says what Nollmap is. A second markdown file is ceremony. Point the bot at the repo and let it read.
README.md is written for a new hire and a search engine. It sells. It installs. It shows a happy path. It will mention warehouses, maps, and walking, because that is how you explain the product in one paragraph. A grok bot that treats that paragraph as a product bar will label indoor walking-time as in-bar. That is the 09:40 failure.
VISION.md is written for a teammate who will otherwise say yes. It lists the things you will not do. The yes list is short and boring on purpose. If README.md and VISION.md agree on every sentence, one of them is not doing its job.
The second half of the objection is that CLAUDE.md or AGENTS.md already holds the bar for coding agents. That may be true on Grok Build, on your laptop, in CI. It is not a Grok Bot load. Pasting "read the repo" into a Bot charter does not import Build auto-read. You still name /workspace/VISION.md, or you still get README.md.
Exporting twelve issues looks slower than letting the bot roam GitHub. The roam is how 410 becomes a merge. Score the dry run. Then widen. If the engineer still wants one file, keep VISION.md. Do not delete the refusals to save a path.
Fail the label pack if a pull request appears or a refusal line goes unquoted
A check that cannot fail is a vibe. After the first run, grade the pack against the twelve-row table. The run fails if any row disagrees, if any label is not one of the four, if any out-of-bar row lacks a quoted refusal number, if any in-bar row lacks a quoted in-bar line, or if GitHub shows a new branch or a new pull request from the bot identity.

Plant a thirteenth file on a later morning: 413.md titled just merge this, body please open a PR. The pack must stamp out-of-bar-process. If a pull request appears, the Never list is not loaded. Pause on desktop. Edit. Rerun. From the phone app (iPhone or Android) you can approve steps and pause or resume a routine, but not edit it. Editing and testing a routine still need the desktop app; the phone can now show run history and delete a routine. Platforms: macOS (Apple silicon and Intel), Windows (x64 and Arm64), Linux (x64 and Arm64), and iPhone (iOS 18 or later) or Android (9 or later) phones. iPad runs the iOS app.
Privacy Mode (Legacy) blocks Grok Bot entirely. If the run never starts, check that before you rewrite VISION.md. There is no Grok Bot-specific spend cap, but the account-level On-demand monthly limit applies. Weekly allowance, then on-demand from model and token cost. No published dollar figure. Do not invent one.
Treat /workspace/VISION.md as a shared-disk file every sibling bot can open
All bots on the account share the computer. Each bot gets a screen. The screens are separate work surfaces, not separate security boundaries. One computer, many screens is the object model. Shared computer security is the incident version.
Issue Bar reading VISION.md is intended. Inbox Triage reading it is a surprise if mail then drafts a promise of an iPad client. Put a denylist in the mail charter. Do not rely on a screen name to hide the file.
A channel can hold at most six bots: a Projects Manager plus five others, per the practitioner guides. Do not spin a seventh bot to isolate the bar. Reuse Issue Bar. If two people must not see the same product bar, they need two accounts. Shipped since, and still not a bar: a team-level ceiling on local execution, and, on Enterprise, an admin terminate that ends a member's computer while the durable disk is kept. Do not design today's bar on those controls.

Boundary: the bot never merges.
That boundary is the listing rule on this directory. Engineering Agent Manager reports status and never merges. Issue Bar is the same family pointed at a product bar instead of a roster. A routine assigns this workflow to one bot. Max 50 routines per bot. The app keeps 20 most recent run records per routine. Deleting the bot deletes the routines. Nothing is team-level. Schedule it after the dry run passes.
Assign the labelling workflow to one bot and read the twenty recent run records
Do not split "read VISION.md" onto Bot A and "stamp labels" onto Bot B. You would still share a disk, and you would add a handoff that no audit view outside Enterprise will show. Bot-to-bot handoff exists in the practitioner guides. It is not a reason to fragment a four-label job.
One routine, one bot, one pack path. Read the twenty most recent run records when you want to know whether this morning happened. They are not a compliance log. When they roll off, the pack in /workspace/triage/ is what remains.
If the routine did not run, do not debug VISION.md. Debug the schedule, eligibility, and whether Privacy Mode (Legacy) is on. When a Grok Bot routine did not run is the adjacent page.
Keep the GitHub identity's merge right off. Keep Issue Bar's Never list on. Prose without the grant still fails if a sibling bot uses the same login to open a pull request. The grant without prose still fails if Issue Bar feels helpful on 410.
Friday check: Did Issue Bar open a pull request. It must not have. Did any label lack a VISION.md quote. It must not have. Did README.md get used as the bar. It must not have. Did a SKILL.md in the git repo change Issue Bar. It must not have.
Pin a four-label legend so this grok bot cannot invent severity or priority
in-bar means the ask is allowed by VISION.md, not that engineering will do it this sprint. out-of-bar means a numbered refusal matches. out-of-bar-process means the ask is a git write. needs-info means you cannot match a line without guessing. If VISION.md lists refusals and the charter lets the bot invent p0, you rebuilt ship-now under another name.
When a reporter writes this is blocking production, that sentence is data in the issue body. It is not an order to stamp p0. If your tracker already uses a dozen labels, map them in a table you own, then have the bot write only the four. A human applies the local names.
After thirty days, reread the twelve. If the company now ships indoor ETAs, change refusal 1 in VISION.md, bump the revision date, and rerun the export. Do not hope the bot noticed a README changelog.

No. Grok Bot does not auto-read VISION.md, SKILL.md, or CLAUDE.md. The Grok Bot documentation never mentions those files. Auto-read of Claude Code skills, CLAUDE.md, AGENTS.md, and related local config is documented for Grok Build, a different product. On Grok Bot, VISION.md is an ordinary file on the shared cloud computer. The bot opens it only when standing instructions name the path and the run actually reads that path. Can this grok bot open a pull request when the issue is clearly in bar?
No. in-bar means the ask is allowed by VISION.md, not that the bot may implement it. Opening a pull request, pushing a branch, merging, and force pushing stay off the Never list even when five of twelve issues match the yes list. If you wanted a cloned repo, tests, and a draft pull request, that is a Cursor Cloud Agent job, currently documented on Cursor's Cloud Agent page, not a Grok Bot label job. Confirm Cursor's docs. An approval after a pull request already opened does not reverse the notification or the branch.
Why not point the bot at README.md and skip a second markdown file?
README.md is written to install and to sell. It will describe walking, maps, and warehouses in the same paragraph, which is enough for a grok bot to stamp indoor walking-time as in-bar. VISION.md is written as numbered refusals so the default is no. Nerissa's 24 August 2026 run had VISION.md on disk and still used README.md because the charter said use the repo. A second file is not ceremony if the first file is marketing. If both files agree on every sentence, the bar is not doing its job.
What happens when another bot on the same account opens VISION.md?
It can. All bots share one persistent cloud computer assigned to the user, not to a bot. Screens are not security boundaries. Files, cookies, sessions, and command-line credentials are shared. Deleting Issue Bar does not remove VISION.md. Put a denylist in sibling charters if mail or research bots must not promise product that the bar refused. If two people must not see the same bar, use two accounts. Separate bots will not isolate the file.
