How To Categorise Expenses And Keep The Exceptions
The charge is already matched. The receipt is attached, the amount agrees to the cent, and nobody disputes that the statement line and the PDF describe the same purchase. Something still has to say which account it belongs in, and that is where the month actually stalls.
Matching answers an identity question: are these the same transaction. Categorising answers a purpose question: what was this for. Different evidence settles each one, different people can answer them, and they fail in opposite ways. A bad match is loud and gets fixed by whoever notices. A bad category is quiet, reads as finished work, and surfaces when a department head asks why their travel line doubled.
Categorise the spend after the match, never during it
Keep the two jobs in separate passes with separate inputs. Matching consumes a statement line and a receipt. Categorising consumes a matched pair plus whatever tells you the purpose: the line items inside the receipt, the person who spent, a project code, a note in the expense claim.
Running them together lets each one lean on the other. A confident category starts justifying a shaky match, because the row now looks explicable. A shaky match hands the categoriser line items from the wrong purchase. Neither failure announces itself.
The operational rule is short. No match, no category. An unmatched line gets a blank account and stays in the earlier pass until a person resolves it, which is covered in the companion piece on matching receipts to a card statement. Nothing downstream should ever see a category on a row whose identity is still in question, because a filled account field is read as a settled row by every person and every report that touches it afterwards.
Treat the chart of accounts as a closed vocabulary the bot cannot extend
The account list belongs to whoever closes the books. Export it once into a file the bot reads and never writes: code, name, one line saying what belongs here, one line saying what does not, and one real example from your own history.
The negative line does most of the work. "Office supplies" and "Equipment" both sound right for a monitor until one of them says explicitly that anything with a useful life over a year and a value over your capitalisation threshold does not belong here.

When nothing in the file fits, the row does not get a new account and it does not get Miscellaneous. Miscellaneous is where categorisation goes to die, because it looks categorised in every report while carrying no information at all. Expect the same vendor to land in three accounts across three months
Vendor is the field everyone reaches for and it is the weakest signal available. The same merchant genuinely belongs in different accounts depending on what was bought, and this is not an edge case, it is most of the awkward volume.

Two things follow. The bot needs receipt line items, not just receipt totals, for any vendor that sells more than one kind of thing. And the charter has to say that a vendor name on its own never settles an account, because a model asked to categorise ninety rows will happily use the strongest correlation it can find.
Separate a written policy rule from a pattern the bot learned yesterday
Every proposed category comes from somewhere, and the somewhere matters more than the category. Use exactly three provenance classes and refuse to blur them.

A rule is reproducible. Anyone can read it, apply it by hand, and get the same answer next year. A precedent is a suggestion with a citation attached, and it is useful precisely because it is cheap and revisable.
The trap is drift between the two. A precedent applied often enough starts to feel settled, and after six months nobody remembers that no one ever agreed to it. Promotion has to be an explicit act: a person copies the pattern into the rules file with an effective date and their name on it, or it stays a suggestion forever. The bot proposes promotions. It never writes the rules file.
Record who decided, because that is the column an auditor opens first
Give every categorised row a decider field, and make it mandatory. Acceptable values are a rule identifier with its version, a precedent with the row IDs it copied, or a person's name with a timestamp. "The bot" is not an acceptable value, because it answers nothing.
Six months later, nobody asks what account a row is in. They ask why. A decider field turns that from an archaeology exercise into a lookup, and it is the single column that makes the whole output defensible to somebody who was not there.
This matters more than usual in a bot runtime. As of writing there is no audit view of bot actions, and the app keeps only the twenty most recent run records per routine, so a weekly job forgets its own history inside five months. Whatever the run wrote into the output file is the record. Nothing recoverable sits behind it. Give the arguable rows a queue instead of a category
Three outcomes leave the run: assigned by rule, proposed by precedent, or arguable. Arguable is not a failure state. It is the correct answer for a row two competent people would code differently, and forcing it into an account destroys the only signal that the disagreement exists.
The queue needs a reason on every row, because the reason picks the person. A missing project code goes to the spender. A capitalisation question goes to whoever owns the threshold. An entertainment question goes to whoever knows the local tax treatment. Sending all of them to the bookkeeper produces one long thread and no decisions.
Expect the queue to have a floor and hold there. A book with real travel, mixed purchases, and client work generates arguable rows every month for structural reasons, not because your rules file is immature.
Split the argument into the four questions people actually disagree about
Most categorisation arguments are unresolvable because four separate decisions have been collapsed into one field called category. Separate them and the disagreements become specific enough to settle in a sentence.

Only the first is a bookkeeping question. The other three belong to people who are not in the accounting system at all, which is exactly why they stall when they arrive as a single ambiguous field.
Write the cost centre and the billable flag as separate decisions
Default the cost centre from the spender's team, override it only with a project code that appears on the claim or the receipt, and never infer it from the account. Travel does not imply the sales team.
Billable is stricter. It requires a named client and an engagement code, both present, and it defaults to false. Inferring billable from the vendor or the account is the one error in this article that leaves the building: an incorrectly billable expense becomes a line on a customer invoice, and the customer, not your bookkeeper, is the one who finds it.
State both defaults in the charter as defaults, not as guesses to be improved. When a bot is told to fill a field and given no default, it fills the field.

Walk one hotel charge through the four questions
One charge, 412.60, three nights in June, matched to an itemised folio. The folio breaks into 288.00 room, 34.60 city tax, 96.00 restaurant on the second evening, and a 24.00 laundry line. The single statement line hides four different decisions.
Room and city tax are a rule: accommodation on a customer visit goes to Travel,
and the calendar for those dates carries the customer meeting. Decider reads
RULE TRV-02 v3, and the evidence quoted is the folio room line.
Laundry is a precedent. Three prior trips over five nights coded it to Travel and one two night trip coded it personal, so the bot proposes Travel and cites all four rows including the one that disagreed. Citing the dissent is the point. A precedent that hides its exceptions is a rule wearing a disguise.
The restaurant line is arguable, and correctly so. Four covers at a customer
visit is probably client entertainment, which in many regimes is coded
differently and treated differently for tax, but the folio does not say who ate.
The bot writes ARGUABLE attendees unknown, owner: spender, and the spender
answers in one line the next morning.
Billable stays false on all four splits. There is a client, but no engagement code appears anywhere on the claim, and the default holds.
Let a correction rewrite the rule, not just the row
When somebody moves a row from one account to another, the bot has to ask what the correction meant, and the honest default is the narrowest reading: this row only. A one-off correction changes one row and nothing else.
Corrections cluster when a rule is missing. Track them by vendor and description, and when the same correction lands a third time in a quarter, the bot writes a proposal into the summary: the pattern, the rows, the account people keep moving it to, and the rule text it suggests. A person then writes that rule with an effective date, or declines.
Keep the loop deliberately slow. A system that rewrites its own rules from your corrections converges fast on whatever you were doing on a bad afternoon, and gives you nothing to read afterwards to find out why.
Watch the arguable queue rather than the coverage percentage
Coverage is the number that always improves and never means anything. Watch the shape of a quarter instead.

Month six is the failure that looks like success. The queue emptied because the bot started resolving ambiguity by picking the most common prior answer, and the correction count is the tell: people are now fixing quietly wrong rows instead of answering questions. A queue at zero with rising corrections is worse than a queue of twenty, because the work moved somewhere you are not measuring.
Catch the failure where a stale rule quietly recategorises a year
Rules without effective dates are the most expensive defect in this design, because their damage is retroactive. Somebody writes a rule in August, a re-run in September applies it to January, and three hundred rows in a closed period change account without anyone approving a single one.

Re-runs also need a rule of their own: a re-run may add rows and may change arguable rows, and it may never change a row that a person already decided.
Audit ten categorised rows by asking who decided each one
Do not read the accounts and nod. Read the decider column and try to reproduce it.
Pick ten rows. For each row whose decider is a rule, open the rule and apply it by hand; you should reach the same account without any interpretation. For each precedent, open the cited rows and check they say what the citation claims, and specifically whether any of them went the other way. For each human decision, confirm the name belongs to somebody who could actually answer that question.
Then plant one. Take a vendor with a settled standing rule and push through a charge for something that vendor also sells but which belongs elsewhere: the telecoms handset, the retailer monitor. If the bot follows the vendor rule instead of the line items, the line-item instruction is not doing anything and every mixed-vendor row in the file is suspect.
A single unreproducible decider is enough to stop trusting the column. Demote that class to arguable for a month, fix the instruction, and earn it back. The same logic applies to any bot verb you have not tested, which is the argument made at length in the guide to bot boundaries.
Answer the objection that your accounting software already learns this
Bank rules and vendor memory have existed in accounting products for years, they are genuinely good, and for many books they are enough. Three gaps are worth naming before you dismiss this.
The first is that they categorise on the vendor, which is the field that legitimately changes month to month. The mixed-purchase retailer is exactly where vendor memory is most confident and most often wrong.
The second is the decider. In a register, a category applied by a written policy and a category applied by whatever you did last March look identical. There is no column that separates them, so a quarterly review cannot tell which rows are policy and which are habit.
The third is that the learning is silent and unversioned. Correct one row wrongly and the correction propagates to future rows with no record and no way to roll it back to a state you can name.
Where the objection wins outright: one entity, one cost centre, no billable work, and vendors that sell one kind of thing. Vendor rules will be right almost always, the arguable queue would be near empty, and building this is a hobby. Keep the software and point something much smaller at the residue, which is roughly what Bookkeeping Auditor does when it reviews a closed period for balances that never got coded properly.
Know where a category stops being a bookkeeping question
Four boundaries are worth knowing before you spend an afternoon on this.
Tax coding is a professional determination, not a category. Whether input tax is recoverable, whether entertainment is disallowed, and how per diems are treated depend on jurisdiction and on facts that are not on the receipt. A row can be perfectly coded to Travel and still be wrong for tax, and nothing in this design would notice.
Capitalisation is a threshold decision with a depreciation consequence, and it belongs to whoever signs the accounts. The bot can flag that a value crosses the written threshold. It should not decide the useful life.
Multiple entities need the cost centre to carry a company, and intercompany recharges need somebody who understands that a cost appearing in two sets of books is sometimes correct.

Can a bot assign expense categories reliably?
It can assign most of them and should refuse the rest. Give it a fixed chart of accounts it may read but never extend, require it to read receipt line items rather than vendor names, and force every row to carry a decider: a written rule with its version, a precedent citing the exact prior rows, or a person's name. Rows it cannot settle become arguable with a named question and a named owner. What should an expense bot do with a category two people would argue about?
Leave it undecided and say why. Write the row into an arguable queue with the specific question attached and the person who owns that question, rather than picking the most common past answer. Most arguments come from collapsing four decisions into one field: which account, which cost centre, whether it is billable, and whether it is capital. Separated, each has an obvious owner and usually a one line answer. A queue that never has anything in it is a warning sign, because real books generate genuinely ambiguous spend every month.
Should an expense categorisation bot post to the ledger?
No. It should produce a file that somebody applies. Posting an entry, closing a period, or filing a return is a statement made in your name to people who will hold you to it, and an approval governs the action proposed rather than undoing work already completed. Reimbursement and payment stay closed for the same reason: there is nothing you can grant afterwards that unsends money. Keep the bot on read access to the books, let it write only its own output file, and leave the posting to the person who signs the accounts.
